Default motor shorted?

i have a mid 70s ezgo electric cart. Found that batteries were draining due to shorting issue. If i check from the cart frame to the postive battery terminal going to the solenoid I get almost 36v. To tried to find the source of the problem, i unhooked the positive power cable going between the battery and the solenoid. I unhooked the wires between the motor and the directional control. That leaves all the batteries in series and the motor connencted to the negative terminal. I still get 36v from the frame to the positive terminal. If I unhook the negative to motor cable the volts go away. There are no lights or other things hooked up. If everything is hooked the cart will run. The motor will not ohm out to the frame. Guess I really need a meger to check it. I did find that the negative battery cable had shorted to the frame at some point. Wondering it this shorted the motor. Am I thinking right?

For the motor....

"MOTOR UNWANTED CONTINUITY TEST
The following tests can assist in troubleshooting.
Disconnect all wires to the motor and label them
Make sure none of the terminals are grounded to the motor or cart (F1 terminal to motor frame) You should have continuity present between F1 and F2 and A1 and A2 but NOT BETWEEN ANY A and ANY F Terminal.
If any of these test fail, the motor will not operate correctly."

If The motor tests good....
Disconnect both the battery pack Pos. & neg cables.
If you still get more than about .2 volts between either the pack Pos. or Neg
and the cart frame I would suggest removal and thorough cleaning/drying of the batteries and the framework that holds them.
Dirty/wet batteries will allow current to leak out to the frame.
Yes, you really do need a meter, it is about the most valuable tool to have
when working on these things.
