Is it a resistor car or a solid state car?

If you have a camera, take a pic of what is between the batteries....

If not, then describe what you see between the batteries.

Check that the linkage rod attached to the go pedal is also attached to the speed board wiper and that the wiper moves freely between the studs/contacts as you press the go pedal.

You have a controller (aka solid state) cart.
Check the potentiometer and accelerator linkage to the pot.
Unplug the two wires (arrow in the pic) and clip your DVM leads one to each. Key off, FNR in N. Operate the accelerator and observe the resistance in ohms as you press the pedal. S/B a smooth rise from 0 ohms at rest to ~5k ohms at wide open throttle. The pot can be adjusted but it is pretty sensitive so adjust;check....adjust;check...etc.

HTH!

Good luck.
