A 1994 model should have a controller - if so, you might have an issue with your ITS? Is your cart a Medalist or a Marathon?

and after further riding it seems to do it after its been running a few minutes. doesnt do it right away. when it does start it feels like you are depressing and pressing the accelorator so i guess the best way to describe it is a surging feeling
