Default Quicky
A quick simple way to check the brakes out on any kind of cart is:

On the backside of the hub where the cable is attached push the lever forward by hand and try to turn the wheel. If it moves more than likely it's the shoes. If not it's the cable adjustments.
Just thought I'd share.
