Smile rubber spline bumper@motor.necessary?

I have a 96 txt. im rebuilding the differencial on and i have 2 questions . What should i seal the 2 freeze plugs with? silicone????? and is the rubber spline bumper necessary. the parts manual shows one but mine either didnt come with my year or its missing!!! any help ???? thanks
