Default brake wear pattern

Just took the rear hubs off of a early 90's EZ GO and I notice very uneven wear. Everything inside is clean, moving freely and the assembly appears correct. I see that when the brake is depressed, the actuator pushes against the end of one shoe (typical for drum brakes) and this is supposed to push both shoes apart. But yet all of the wear is on the end of the pushed shoe within 1" of the actuator. Is this normal and just a poor design?

Typical yes, proper shoe adjustment will help you get more pad surface area on the drum.

Or you could just install some rear disc brakes........
