Default unconnected wiring harness behind dash

I have an 97 EZGo Electric Freedom has 3 month old batteries but has decided it doesn't want to go anywhere anymore... In checking the wiring to make sure the connections were all tight, I discovered an entire wire harness behind the dash was not connected to anything. There is a single plastic sheathing that comes from the engine/battery compartment underneath the floor that splits into two sheaths as it goes up into the front cowl behind the headlight. One of the sets of wires is not connected to anything (I was able to maneuver the ends thru the golf ball holder and can see that it consists of two single slide-on female flat connectors and another female connector that is a square (16? pin) box). The wires from the other sheathing seem to be connected to the key switch. This leads to two questions... first, should it be connected to something? It would seem that if it is there, there is a connection for it. Second, how do I get into the dash- it seems to be a closed area with rivets holding it together. I don't have mechanical ability nor a box full of tools. Unfortunately, I have just moved to an area that doesn't have a repair facility nearby. Can any of you that have removed the cowling give me any insight?

By the way, does your lights & everything else work?

If the headlights don't work it could be connections for one of the headlights.

If they do, it could be an accessory plug.

See what works and what doesn't...................

no, the headlights and the horn do not work, but the charge indicator does work. the reverse buzzer does. do you know how I get into the dash?

The front black plastic bumper looking thing comes off. If it is riveted on, slowly drill off the head of the rivets. Nuts & bolts can go back on. Lay on your back if needed looking under the front end and you should find the connections that mate up to the disconnected connections. Plug them back in while checking to see what accessories you have now that you didn't have before.

The black plastic "may" not need to come off. look first.

Freedom kits are also pre wired for blinkers, state of charge meters, brake lights and horn. You are describing the blinker plug ins.
