1995 electric TXT/medalist wont go?

ok mates,
I just bought a 1995 txt medalist with brand new trojan batteries. Of course the people i bought it form told me it ran perfectly, but when we showed up they hadnt had it on the charger etc. they plugged it up for just a bit and then the cart would stutter ( expected) We loaded the cart on the trail easily, then hauled it home. then the problems? We had the hardest time getting the cart off the trailer. It was like the brakes were siezed or soemthing. We were able to get it to move by pulling up on the brake pedal as far as we could. Also we hooked up the charger overnight but when we hit the gas it still only shutters.....any ideas on where to start with this baby?

nick, start with the batteries and cables 1st make sure they are hookwed up proper make sure connections are clean, tight and charger wires are hooked to the right batteries.........than voltage of each battery and load test each one.....if its shuttering trying to go its more than likely a battery issue somewhere..................................

nick, you should jack up the rear and put it on jack stands. then try turning each wheel to see where the brake problem.. until you have that solved, you are going nowhere fast. the stuttering sounds like low voltage. sure they are new batts? check the date code on the batt terminals. then do as shadow said. this might help.
