88 Marathon runsaway F and R?

I have an 88 marathon that is sendind power to the motor without depressing the accellerator pedal. It doesnt matter if the key is on or off?
Any Ideas would help.

Sounds like 2 problems.
1 = carts that run with the key off usually have a solenoid welded closed
2= throttle not returning all the way to zero or welded speed wiper contacts?
