Default speed/top speed question

cart is a 96 txt series. batteries are from 10/07. I bought this in 10/11 so I'm not sure how they were maintaned but my dc levels seem fine. HD F/R from scotty b and 4g wire from another site sponsor. 5" lift, rear seat, 10" wheels with 22" tire.
On level ground it was 14 mph with me and 2 kids about 350 lbs. Does this seem to be about average for my set up? I'm not really looking for top speed but I was just curious. controller and solenoid are stock but plan to upgrade. Now, with that upgrade and new batts. could I see an improvement? 36v now just because I dont want to have to buy a new charger. This is just for beach travel at Ocean Lakes but my kids like driving it around the house which is relatively flat. I know the controller upgrade will increase torque but I was just mainly curious on what I've got now. I know going 48v will increase top end, if I did go 48v would a charger be the only change? thanks for any replies

14-15 mph is right with 36v. Based upon roof, windshield & wind direction.

48v will boost you to 18-19. 20-21 with no top and wind with you
