Default Reducing Cart Speed

I want the '89 series cart to maintain walking speed with slight pressure on accelerator. Simply cannot go slow enough and a fast top speed is NOT required. Re-wiring speed control module does not appear to be an option so obtain different speed control module?

You can reduce the speed on a programmable control like Alltrax, but low speeds produce excess heat and running as slow as you can walk (5-6mph) for extended times is not usually recommended.

an 89 would be a resistor cart unless some one upgraded it to a solid state controller system?

If it is stock couldn't you disconnect all speed control cables above the desired speed or install a stop on the wiper arm?

The resistor coils WILL burn out if you try to do what you are wanting. They get hot enough in regular use, at a constant slow speed they're going to be glowing red hot!

Another thing you will do is fry the windings in the motor.

It may not happen tomorrow, or even next week, but it will happen! Like Scottyb said, Golf Carts are not designed to operate at those speeds, especially the older ones!
