Default new guy with a ? on cart

(first pic( I have had the 98 ezgo for years and have the bigger charger with a meter on it when you plug it in it starts and meter goes up and then slowly down to green and shuts off it is charged
(WITH IT ON IT IS AT 44 VOLTS CHARGING)

(second pic) is my new cart 2007 charger it is a little charger has no meter and when it pluged in it is (40 volts charging)

is that normal or did i get a bad charger or something

Looks like you've got a Powerwise 28115 (older with ammeter) and a Powerwise QE (newer with Fins)
The older one is 100% repairable if it fails and the newer one is a throwaway when it fails.

The charging amperage and on-charge voltage of both, approximate the attached charge profile.

The amps start in the 15 to 20 amp range and taper off as the on-charge voltage of the batteries rise.
The battery's on-charge voltage starts at whatever they have been discharged to and rises unitil it gets into the 44 to 46 volt range, at which point the charger shuts off.

On the newer one, short flashes means the battery is less than 80% charged.
Long flashes means the battery is greater than 80% charged.
On steady means the battery is "fully" charged.
Red flashes are error codes.

Basically, if they turn on when plugged into cart and shut off several hours later, they are working normally. (Charging time depends on how deeply the batteries were discharged)
