Default EZ-GO Electric problem with moving 85 model

I have an 85 model electric, and all of a sudden it will not work in R or F, I did the usual and checked the batteries for charge and the wiring connections, all is good.
When I am in F or R and hit the accelerator, the solenoid only clicks. So, does this sound more like the solenoid is out? what is testing procedure to check the solenoid
?

Have you tried jumping the solenoid? Do this with rear axle on jake stands. To jump solenoid wire directly from one big post to the other big post. When you hit go pedal and if it works, you know you have a faulty solenoid. If no go get the voltage meter out.

I changed out the solenoid, and still the same thing, it just clicks, so??? where to go next, I did recheck the batteries one more time, as well as the connections, etc. It is fully charged.
