Use a large cheater bar, and loosen it up with the parking brake applied.

Owner's, Parts, and Service Manuals:

There's a whole chapter on brakes.

Put a rust buster on them, every day and drive it .... give it time to work and you'll have some luck getting them off in a week... Use electric or air impact to remove them.

I got some of the new WD40 stuff called blue flame to aid in its removal.

It appears the caps that cover the castle nuts are missing on the back wheels, this aided in the rust im sure.

Ok got em off! The impact wrench had to work over time though.
So here's a pic of the brakes. The part I'm pointing at barley moves at all on one side, not at all on the other.

Suggestions?
I was thinking hose it off with cleaner, then lube moving parts and put on new shoes.

Remove all the parts, springs, shoes, adjuster, etc. Clean everything with brake cleaner and a small brush. Reassemble, add some anti-seize to any moving parts. Lightly scuff the insides of the drums with a fine emery cloth. Install new shoes if you like. Remember to add some anti-seize to the axle splines before installing the drums. Adjust for no drag while maintaining good pedal feel. Torque the drums down hard. Enjoy.

tip: Do one side at a time so you have an example of how it all goes back together.

Excellent thanks.

Question.
When I push the peddle down it only comes back up 1/3 of the way.
You have to pull it up the rest of the way. What's up with that?

Your brake cables are probably hanging up in their sleeves. You may be able to lube them but it requires removal from the cart.

I was going to try and lube them by spraying a white litheum down the hose some, no idea if this will work of not, I figure i may have to put some air pressure behind it to get it to the end.
The spray i have is from PB blaster. if it doesnt work i guess $50 will fix em.

If you are willing to buy new ones, you will be very happy. The brakes will be VERY adjustable with fresh cables. Transformed my cart.
