Default '91 very slow to start but speeds up if pushed

I have been working on this thing for a very long time. mostly because I don't have the time. But I finally got around to it.
It would barely move. I drove it in the yard and it made a high pitch whine or maybe a whirling sound from the motor/rear end area. I stopped and had my son push the gas while i listened. It did not move at all but instead is vibrated/shook/hummed. best way to describe it would be if it was trying to tow something very heavy. Too heavy and there was just not enough ump to move it. So I started pushing it while he had the gas down. It started running fairly fast. I did not run it for long as I was putting it back in the garage.

I have tried 2 different stock motors and a PQ motor. same thing. It pushes real easy, so not the brakes dragging. The POTS box has 0-5k ohms. This thing was in pieces what I bought it, so everything is in question. I'm thinking it is an electrical issue, but I thought I would ask on here first.

Wow, I feel like an idiot
So I bought some reconditioned batteries to use in this buggy. I have had good results from these in the past(gotten 3 years from them before). This is a play buggy, just a fun project to introduce my son to it.
Well as I am checking the batteries(1 was real low 5.4v), but then I realize that one of the batteries has 8.2 volts. HUH. take a closer look. Yep it is a 8 volt battery. oops. no wonder I am have issues charging these. Well replaced it with a 6volt. and surprise it runs fine.

I wasn't going to post this but I figured, maybe someone can learn something from this. besides me being an idiot
