I'm no expert, but I read schematics pretty well and know a little about troubleshooting.

A series cart that doesn't go, whose solenoid clicks and the pack voltage is in the useable range. That narrows it down to the High Current circuit.

Here is a drawing of the high current circuit in a series drive cart, reduced to its simplest form.
1. Battery pack
2. Contactor (Solenoid)
3. Brushes
4. Armature
5. Stator
6. F/R switch
7. Controller
8. Cables

Lift rear tires off ground and put on jack stands.
Connect a DVM between controller's B- and M- terminals.
Press pedal only until solenoid first clicks.
You should have FULL battery pack voltage.

If not. You have a bad cable, or a bad set of contacts, or a bad connection.

If you do get FULL battery pack voltage. Press pedal slowly to floor.
The voltage between B- and M- should decrease smoothly to Zero or nearly zero.

If not. The ITS is bad or the controller is bad.
