Default 1998 Ezgo TXT DCS - losing power going uphill

I have a 1998 EZGO TXT DCS 36 volt cart. It loses spend and the motor sounds burdened going up an incline. In addition, the forward/reverse switch does not engage consistently. The batteries are older but read 37-38 when fully charged. I went through the DCS troubleshooting tests and TEST 5 failed. It registered 4 volts instead of 36.

Any direction would be appreciated.

Establish that you have a healthy battery pack before proceeding.
To do this attach a digital battery meter to the battery pack and tell us what the voltage drops to when you try to go uphill.

You should not, or only very briefly, see voltages below 31.5v. Even going uphill, it should be at least steady 34v. You should run it around a little bit, then check the individual batteries voltages.
