Default servicied Brakes last night

I took the brakes apart last night to see why braking was insuffient. There was a lot of brake dust build-up and it seemed kinda of wet. I didn't see any oil leaking out of seals or pooled up, maybe it's from where i washed the cart before working on it. anyway cleaned everything with brake cleaner and took adjuster's off and they seemed fine, lubed the places manual said and reassembled. Getting new tire's mounted today and will see if it helped , before the tire's would not lock up at all and wouldn't hold going down moderate hilll's. The shoe's and drum looked fine.
