Do you know if they actually clock you? Could you borrow a faster motor from someone who already passed inspection?

Follow all instructions listed on Florida Affidavit:

http://goo.gl/RlRz7

Place cart on trailer and bring to DMV - They NEVER tested my speed (I'm fully upgraded and would pass but they never tested)

Chances are high that they'll VIN you without a speed test.

Getting 3 more mph without $$ is close to impossible...

Good luck!

Air your tires up good and hard to minimize road contact and rolling resistance. That might get you 1 or 2, maybe?

As mentioned, over inflate tires.
Also remove top and brackets.
Also remove any unnecessary weight.

All great suggestions. I will try first to air up the tires & see what happens.

A back seat weighs a LOT if you have one. Remove it.

I wouldn't think you'd gain 3 mph of top-end, unless they're in bad shape. Do either the cables or cable ends (terminals) get hot after driving at top speed?

Cables will not get you 3 mph of speed, what drive system does this cart have?
