If you build a cart that can do 35-40 full throttle and you drive it around at 20 mph or even slower long the motor can get hotter then if you stayed at full throttle. It depends on the drive type, motor selected and a host of other items.

If you build a 40 mph cart will it be lowered or lifted? What size tires are you planning on running? I am asking because I have built both kinds of 35-40 mph carts.

With 23" tires you'll absolutely need a gear change to get 35-40 mph no matter what drive system you choose (with exception of AC drive). This is because with 23" tires and stock 12.44:1 gears you will spin the motor 6400 rpm at 35 mph and an incredible 7200 rpm at 40 mph.

With 8:1 medium speed gears those rpm's will drop to 4100 @ 35 mph and 4700 @ 40 mph, this is much more achievable but will draw much more amps on takeoff and full cruise. Motor choice will make a big difference in performance as torque will be lost some.
