Default ezgo electric cart

I have a 96 ezgo 36 volt dcs when i flip the tow switch off a buzzer sounds even when the key is off.

Welcome to BGW!

If by "flip the tow switch off" you mean you place the Run/Tow switch in the Run position, check if the F/R selector is in Reverse.
If so the beeper will sound with key on or off.

It is a steady buzz in reverse and a beeping in drive with key on or off.

Steady beep in reverse is normal, but intermittent beeping in forward, with cart sitting still, or with cart being driven, is not. If cart is towed, with Run/Tow switch in Run position, it will beep.
