Default Grounding lights to Frame?

Could grounding the 12 volt lights from the battery to the frame being playing with my charging of my batteries. Found this ground today while checking the voltage of my battery pack. I did notice the other day my tail lights were grounded to the frame and thought nothing of it and then I just saw this ground wire on the battery. Always thought you were to ground all 12 volt accessories directly to the battery on a golf cart?

the charger is probably seeing a short and not working to save itself!

There should be no grounds to frame.... All (-) negative connections should be returned to the main (-) negative battery post...

The odd part of it is I don't see where they are getting the + side for the lights that were wired. I do have three wires coming off another ground on the other side. Two of the wires I know where they go..charge receptacle and the main ground of the pack. The third wire I have no idea. Think it's time to rewire the 12 volt circuit and trace out these wires.

You can see one large cable coming out the right, two wires are stacked coming straight up.

Yeah i ordered the service manual and it is slightly helpful on some issues. The repair manual should be better.
I would remove all wires and clean things up and wire it to run then add YOUR accessories so u know what is what and where.
