Default Questions about Curtis 1219 & 1214 controller

Hi,
I have a Jacobsen (Cushman) Hawk built in 1998.
It currently will not move at all.
I got 2 controllers with it, the original 1219 and a supposedly rebuilt 1214.
I got the cart from my boss, he purchased the rebuilt controller last year and never was able to get the cart to run.

The 1219 is giving me a error message that there is a missing contactor.
All the contactors on my cart (3 total, one main and two directional) are working and the wiring to them is in good shape with no resistance across them. The controller will just not operate them. I am getting voltage to the controller from the F/R switch, just not to the contactor from the controller.
Any ideas why or what to try with the missing contactor message.

On the 1214 rebuilt controller, I get an overvoltage message. My voltage to the controller is between 49 - 52. The controller is rated at 36 - 48v, which means that it should be able to handle up to 60v before getting this message.

If anybody has any ideas to throw at me I would appreciate it.

Have you tried all of these solutions yet?
From the Curtis Manual:

3,4 MISSING CONTACTOR
1. Direction contactor coil open.
2. Direction contactor missing.
3. Wire to direction contactor open.

4,2 OVERVOLTAGE
1. Battery voltage 46 volts (24–36V models) or 60 volts (36–48V models).
2. Vehicle operating with charger attached.
