Default 48v to 12v Wiring

OK, Again, a newbie question.
I have lights,blinkers and a horn that don't seem to work.
I can trace the wires back to a junction next to the batteries.. I appears I am not getting any power through this box..
Will/does a 48v to 12v converter go back and would it be easier to install and rewire a new set of lights/horn/blinkers and switches in the dash and replace the others... as I am not sure what type cart I have?
I did find out the the key switch has been disconnected and could not find any loose wires.. Could it have been wired into the converter to allow the lights to only work with the key on, and with the wire not being on the switch it just isn't going to work unless I find those two wires and connect them?
Sorry for all the strange questions, but I am totally new in this game....
I did notice a build date of Nov 2005 in the motor...

If you could post some pics of what you are dealing with, I'm sure someone could help. Where the lights tie in, the reducer,the key switch.
