Default Yamaha G8 electric - no speed

Bought this and know nothing. Max speed on flat pavement is 7mph - up a small grade 4-5mph. Down the small grade it reaches 18 mph so I don't think there is any brake drag. Cleaned all battery connections and checked fluid level in batteries. Charged it 100%. Not sure what the logical next step should be- Selenoid? Controller ? Motor? F/R switch?
This cart should go at least 12-15 mph on the flat from everything I have read. Need some help here please. Didn't want to start this project out with a $1,000 bill.
Suggestions please?

Check battery voltage while driving up incline. I bet its dropping.

Welcome to BGW!
if no brake drag or battery issues my next step would pull motor and check bearing and while its out clean and check brushes. After that its verifying battery cables dont have corrosion under the heat shrink and connectors.

Thanks guys, I will check the voltage going up hill, but if it is dropping, what's the fix? Does it mean a battery issue? The batteries test out fine.

I will need to pull the motor and do the bearing check. Already inspected cables- all good there. This will be the next weekend project.
I appreciate the suggestions and help. I will let you an update after I have completed these ideas.

It will tell you if the cables are bad, if the batteries are charged & working properly. You wouldnt believe how many carts with "good batteries" run correctly when the bad battery is replaced. Im not saying "im sure your batteries are the problem", but i want to be sure they are not the problem.
