07 Yamaha Electric solenoid clicks with tow switch but not with pedal, won't run

I have a yamaha drive electric golf cart, 2007 model. The cart does not run.

The solenoid is good,
the controller is good,
the stop limit switch is new and checks good,
the throttle position sensor is new,
the tow switch is good,
the reverse buzzer sounds when switch is on to reverse,
the solenoid clicks on then off when tow is switched to run,
the solenoid does not click when pedal is pressed,
motor is new as of last year (installed by yamaha dealer)
The solenoid red/black wire is not being changed to a ground when the pedal is pressed.

Does anyone have a pin diagram for harness that shows the voltage that should be present at each pin? Does anyone have any clue what I should check next? I've been troubleshooting this for days

Thanks, I've Got this diagram and checked continuity across basically every wire in this thing and it seems good. Everyhting seems to be making a good connection, I'm stumped.

Battery voltage is 50.2 across six 8 Volt batteries. (forgot to mention that in first post)
