Really good help in the "design center/sub menu-"body and paint". You may want to do a search there. Your body parts are "compressed/injected moleded Olifin" and sanding and body filler should work, but I am no body/paint expert. Later Dave

You may use bondo to fill the scratches but be sure that when you are sanding the plastic you do not sand to hard as this will break through the layer of color for lack of a better word and in to the actual plastic and create fuzzys that are very hard to get rid of .After that make sure you spray adhesion promotor on the plastic to soften it for primer .

I forgot the awnswer to the rest of you're question is after a good two part primer you can apply any type of automotive paint you wish base coat clear coat ,acrylic enamel ,lacquer ,Krylon if you wish .It all depends on the finish you want but the base clear combo is the best .

depends on how deep the scratches are. you can go to napa or local paint store and purchase a high build primer (transtar brand). will need a spray gun for this which can be purchased at wally world. with a green scotch brite, scuff body and spray primer (3 good coats)( 15 minutes between coats). after about 2-3 hrs sand with a 400 or 320 grit paper. this is a urethane primer, so 99.9% of any paint will stick to it. perfect for mild scratches. a lot easier i think also.
