Default Yamaha scr481717, No lites

I just bought my first yamaha cart and I was told a couple of the batteries are bad and that's fine. I plugged in the charger and have no lights on the charger. I checked the voltage coming in and it's ok.
Question is, could the no light condition be due to the bad batteries in addition to all of them being dead? Or should the lights come on without batteries?
I have chargers that require load to be activated.

You need a minimum of 44 plus volts for the charger to even sence it's plugged into a cart.

Thanks, I figured that. Should any of the front panel lights work without it connected to the batteries?

No, they only work when dc voltage is present.
