Default Controller testing

Hi guys. New to the forum. I was recently given a Yamaha G16E. I think that the speed controller is bad. It has new batteries and all connections are good. The throttle position sensor checks OK, and I can get it to run by by-passing the speed controller (just off and wide open). My question is: Is there a way to check the spped controller? Thanks
