incomplete and charger on lights

I just recently was given a 2000 yamaha 48v...when i connect the charger it runs through the flashing sequence and then both the incomplete light and the chager on light both stay on. they dont blink they just both are on. I have never dealt with a cart before so my question is....is the cart charging or and are both lights supposed to be on? my original thought was that it was charging at when it reached 80% the next light would come on and then when fully charged that light would come on...however just want to be sure and would very much apperciate any help and advise anyone has. thanks!
