96' G16E Will not go

Hello..new to the forums. I have two small children who love riding around the farm on an old electric golf car we purchased. Unfortunately, it will not go. I checked the battery voltage and it appears to be charging fine. It is 36v across. I do hear the charger kick in and it shuts off after charging. I figure its a switch or solenoid but I know absolutely nothing about golf cart systems. I do know basic electricity and electronics. Any help as well as schematics or information you can provide would be greatly appreciated.
