Default Yamaha G29 key switch help

I am new to this site, so excuse me if I post this in the wrong area.

I just purchased a 2008 48v (4-12's) G29 cart. The previous owner had a piece of tape over the key and said that if you switch it to the off position that sometimes it won't run again.
My daughter ran the batteries all the way down this weekend and I had to tow her back. I flipped it to "tow" and charged the batteries. Now it doesn't run at all.
Any suggestions on where to begin troubleshooting?
