Default new batteries didnt work

I have a 98 Yamaha G16, just put in new batteries and doesn't move. It beeps when I put it in reverse.I have 36 volts at battery side of solenoid but 2 volts on the other side. Had 2 volts at input of speed controller and 2 volts at all 4 connections on motor. I bypassed the solenoid and went straight from batteries, now I had 36 volts at controller input and all 4 connections at motor. Still this thing wont move. Do I have a bad controller, solenoid, forward/reverse switch? I'm lost.

Yellow wire is activation circuit. It should provide + 36v to microswitch that allows solenoid to activate. If you find any other voltage with the pedal up or down, or continuity to ground on this circuit, you have a bad controller. The yellow wire circuit is the failed circuit i have seen most often on G16e. Bypassing this circuit, and applying your own 36v has never worked for me in this scenerio.

Small yellow wire coming out of the controller? Is it the one the goes to a little white plug? which side do I test? The controller side or the other side? Thanks for the reply

I forgot to mention the solenoid does not make any noise with key on or off or in forward or reverse

Thats the one. Doesn't matter where you check it, but do check it before and after the microswitch (actually an encased reed switch) to verify the switch while you are at it.
