Default 2000 Yamaha electric 36 volt slow uphill

I recently bought a 2000 Yamaha 36 volt. Batteries brand new. Only been charged 2 times. It will come to almost a complete stop and then it will act like it's having to work itself really hard to pull up the hill. Any suggestions?
