Default Yamaha 36v motor

We have a Yamaha cart that was given to us at work that needs some work. I am no electrical whiz but I have done some checking. I was told it has a bad solenoid. I tried to jump the solenoid and got nothing. I started checking voltage along the route to the motor and come to find out, there is 36v to each of the 3 lugs on the motor. Like I said, I'm no whiz but it seems to me that if you have 110v to a light bulb it's going to light up unless it's burnt out. Is it possible that the motor is toast? Are there other things to check that I haven't thought of? The guy that said it was the solenoid was going to get us one but it's been 4 weeks and he claims it's still back ordered. Shouldn't I be able to jump the solenoid to make the motor run?
