98 Yamaha g16 doesnt go
Hi Guys, I am new to electric carts I am a gas cart person, but I have a customer who asked me to look at his 98 electric cart. He said he charged it everything was working fine and the next day it wouldn't move. it has 6 6v batteries the solenoid is clicking and seems to be transferring power, I checked this with a power probe not volt meter. What should my next step be.

I have found there is 37 volts on the battery side of the solenoid and when I hit the gas there is 37v transferred to the other side. Now what doesn't make sense to me is the 37v will stay and slowly drop out when I release the pedal. Is this normal? what should I look for or check next.
