Project questions ... EMS cart

I loaned my gas G2 to a friend who is a volunteer EMT (Emergency Medical Tech) out here in the boonies ... and naturally he fell in love with the cart. Now he is wondering about converting a cart to an emergency rig for first response at rodeos, music (bluegrass, blues, reggae,) festivals, high school sports, etc. It won't be a fully outfitted ambulance, but will able to haul someone on a backboard, transport EMTs to a site and move a patient to an aid station, deliver supplies, etc.
I found several examples on-line, but the $10K price tags are WAY beyond any possible budget. We have access to some pretty decent fabricators and welders, but none have any experience with carts.
I suggested an electric cart because the carts will be used around animals (rodeos/horse shows) and sometimes inside arenas, but I have no experience with electrics. Is this suggestion reasonable?
Would an electric cart be able to handle the added power drain of extra lights/siren, radios, and about 800 - 1000 lbs (people/equipment) for short periods of time? Travel will be less than 1/2 mile total per run and then back to aid station for re-charge --- hoping for a small solar charge station.
I am thinking of an EZGO as it looks like it would be easy to remove the seat and replace with folding boat seats (think bass boat) so a back board could be fit over the passenger seat area, front to back. Attendant could sit behind the driver and monitor the patient and deliver medical care as he was being transported.
Any see any obvious 'holes' in this plan? Anything to add? Anyone build anything like this before?
We are trying to keep costs down, but build something reasonable. I figure $1000 - $1500 for a decent cart, then build with (mostly) donated labor, 1" square tube framing and plywood/laminate surfaces. Motor would be kept (mostly) stock but cart would get a 4" - 5" lift, 22" tires, lights, small cabinets/drawers for storage. Want top speed to be around 20mph ... no need to go faster as there will be crowds of pedestrians, otherwise they would use a full sized ambulance.
I'm looking forward to your comments ... and I will report them to the EMS group.

I saw emergency lights with siren on a 4-wheeler on ebay yesterday that could be used for the cart, and they are LED, so hardly no drain on the battery. Kit was $299 I believe.

The cart should be able to handle that type of use without a problem. The other idea would be to get a limo cart and reconfigure that for EMS use. Might be a better alternative with less work in labor and welding.
