Default gas leak

I've cleaned several carbs. but I have 96 club car I cleaned the carb and everytime it just even turns over, it pours gas out the flow tube coming from bottom of carb, reason Im cleaning it, theres something wrong with the throttle cable, its not getting wide open at all, and then it sticks open which probably the spring isn't strong enough, any help thankx.
