Default New engine, have a couple of issues

Put a new engine in my 96 club car same engine as factory and first issue is it will not cut right off when i park it and lift off of pedal it runs on and finally dies. Next is a bad vibration, and The rear pully does not open very far and Im thinking that may be the vibration. Any ideas? Thanks guys
