Default weird situation brakes

ok 96 club car gas jakes lift 22 inch tires. top speed is 14 mph... i know slow.... ok i was thinking how to get some more speed so i bought a tiny tach made it rev 3600. still 14 mph, i tried to push it and couldnt, so this may be my problem to whole time, i jacked it up my passenger tire i can turn by hand. now my driver side i cant turn by hand, so i take tire off get the brake drum off and loosin the brakes and it turns by hand pretty easy. so i put tire back on and it wont move again, so tire back off and drum off. left drum off put tire on and it turns free, so i put 2 sets of washers as a shim and put drum back on and then wheel and again no turn. what do i have going on here, the wheel has to move free no wonder i cant get any speed wheen the brakes are on, :h elp:

brakes have the brake paw on them that are adjustable from the outside. its ike a s cam on a truck.... with the wheels off the ground, adjust the nut till there free.
if you not sure what im talking about, go to the back side of the plate, look at the top or around the 12 oclock postion for the rubber boot, pull it off, that's the adjuster....
