91 surging
I have a 91 club car that the engine surges on. Governor is hooked up and adjusted. I also bent tge linkage on carb so it cant go full throttle. I have changed the rev limiter and the coil as well. Engines surges at all levels of throttle.

Will it surge in maintenance mode (running the motor in neutral) or is it just under load?
