Default Carryall 2 Mystery. Why did my cart have these things done to it?

I bought this '99 Carryall 2 from a Military Surplus auction and the more I look at it, the more I wonder why these things were done to it.....

1) the starter/gen was removed and put it the dash.... I put it back on and it seems to be ok... why was it removed?

2) the driven clutch had a side broken on it and the retaining bolt broken off.
When I looked, it appeared to have been beaten with a hammer when it broke. The remaining side was smooth and didn't appear to have much wear..
Why did they try to take it off?

3) The brake cable was taken loose. Not off, just adjusted to be very loose so there was no pressure on the pedal when it would lock.
Why?

4) Not knowing how old the gas was, I drained it to put fresh in.. The rubber cap seal was rotted completely away the the fuel was black. When I drained it, the smell was just like lacquer thinner.
WTH would lacquer thinner be in the fuel tank?

So many question just make me wonder.

That's this ethanol crap they're putting in our gas. As a small engine mechanic I've seen my share of what that stuff does to fuel systems. The ethanol breaks down and eats just about everything it can in the fuel system. Consider yourself lucky that it was still in liquid form (I doubt the same can be said for the carburetor bowl). I've seen gas so old it was just about as sticky as glue. I would put all new fuel lines, and filters in. You're going to need to pull the carb and REALLY clean it out, may have some further issues there too

One step ahead of you...
When I found it, I installed a new filter and ordered a new fuel pump and carb.
