Default over reving

I have a 1996 carry all 1 that as soon as you step on the pedal it goes to full rpm. about 10 years ago it was doing something similar but it turned out to be that the butterfly valve in the carb fell off.(went thru the engine left a stamp on the cylinder and got spit out the other side) That is not the case now.Could it be that the RPM limiter has failed? I thought that if it did fail that the engine would not run or am I mistaken?

+1 on Eric's comment. That must be mechanically throttle related. Inspect the carb and linkages closely.....

I'm not a mechanic nor do I generally know what I'm talking about with these things but on my DS, I was trying to get more speed with the zip tie trick. Well instead of zipping the spring I actually zipped the governor arm back and when I hit the gas it went full throttle. So, could the linkage to the governor arm be stuck in a way that's holding that open? Just something else to check.

Check the butterfly inside carburetor. They are bad to break in half and when it starts you have full throttle immediately. I have had a couple of carbs do this. I built a butterfly before but takes some time. You can buy Ebay carbs new very reasonable if that is your problem.
