Default Unable to get max ratio on clutchis when driving

I have a 2000 DS with FE290 engine. 12 inch custom lift with 26 inch tires on 12 inch rims. New drive clutch, Gates 6013 belt, new carburator, new plug, oil and trans fluid is synthetic Royal Purple, govenor removed and rev limiter disabled. When in neutral drive belt will travel all the way to the top of the drive clutch pulley. But when driving on flat ground it is about 1 inch from the top of the drive clutch pulley. I think i am powering out. I'm thinking about ordering the K&N filter kit, offset key, and carb jet. Any help would be great.

Take baffles out of air box you won't need k and n

Will do. Do you know the office size on the bigger jets? I was thinking about removing that monstrosity that connected the air filter box to the front of the cart. It looks like it could be restrictive.

My jet on the new carburator and the old carb has 82 on them. Both jets measured .032 no.67 drill size. After opening a jet to .035 no. 65 drill size the throttle response and cold blooded problem went away. I plan to remove the baffles and drive it today and see if this increased the power through the transaxle thus moving the belt farther up the drive clutch under a load. Hopes are that this will resulting in more than 22 mph. By the way, thanks for repeating the baffle instruction. I was ready to tear up some stuff. Lol
