Default 92 CC FE290 will not start after washing engine

Hello all, I have a problem with my 1992 Club Car with a FE290 engine. I have a bad oil leak on the clutch side crankcase cover. I was going to clean the engine before I started teardown so I sprayed engine degreaser on it and broke out the pressure washer. I focused mostly on the pan under the engine as that is where it really had a lot of gunk and the frame around it. Now the thing will not fire at all. I have spark and smells like it is getting fuel but nothing. I do know that the previous owner(s) have hacked the wiring on this thing. I have found many wires broken and just twisted back together with not even tape on them. Looking under at the RPM limiter and the igniter I see one wire from the limiter (brown) that is cut. Drawing shows that this should go to ground. and the white\black wire that comes from the go pedel kill switch is twisted to the brown ground side that should go to the limiter. the black wire going to the igniter and the other side of the limiter has a pigtail hanging there lose and I assume that it should be attached to the white\black that is currently going to the grounded side of the brown wire. Any suggestions? The plug is sparking but im not sure if it is strong enough of a spark or not. I did put in a new plug but the same thing. Thanks for any help.

Finallly got the flywheel cover off to find it full of water. There was so much old grease and dirt in there that the drain holes were clogged. Cleaned it out and it fires up now. Good thing was that I resolved another issue that I had with the engine not stopping when I lifted on the go pedal. The white/black wire wasn't attached to the correct place. someone had attached it to the engine ground and it is supposed to be attached to the same wire as the coil. Got that corrected now. Thanks

I bought a used carry all that was caked in dirt. Had to poke a screw driver all around that plate under the engine.
Glad you git it going!

I never did get all the junk out from around the gas tank.
