What part is missing
I recently bought a 2001 clubcar carryall turf 2 non running. It is missing the carburetor as well as what seems to be something directly under the cylinder head where there is a metal plate attached to the block with two threaded holes. Is there something that is supposed to be there? Thank you

The RPM limiter. Lots of people run without them.

Hard to say what their motivation would have been, but if the engine was apart for any reason (oil leak etc) there's no reason to put it back in if it's bad/ disconnected.
