Gas club no apark but starter spinning

I have 91 gas club car i recently put on a new ignition coil and hooked up etc. Cart was having problems running after it got hot where it would just die so I changed coil - I believer ignitor is built in this coil too as I used the 84-89 3 wire coil.

At any rate, when I try to start there is NO SPARK, the engine does not seem to be turning over, BUT the starter is actively moving but the belt to the engine tied to the starter is not moving. When I try moving both the belts the engine itself is almost frozen stuck.

Any ideas on what is going on?
