Default Clutch idle problem, grinding when shifting into gear

Hi all, i inherited a custom gas club car. It has a 22HP predator engine (from Harbor freight). My problem is that i have to physically stop the driven/secondary clutch in order to shift into gear.

I believe i have it idling at its lowest speed, but the drive/primary clutch is still turning the belt, which is in turn engaging the rear clutch, causing the shift problem.

I am wondering if you all have ideas on the best way to solve this issue. I have a youtube video of the whole situation if it is helpful?

How loose is your belt? What RPM is the engine idling at?

Not sure about the rpm, its pretty low, low as it can go before stalls out.

The belt is loose i'd say, loose enough that i could easily slip it off the rear clutch if needed.

Sounds like your belt is loose enough then. What drive and driven clutches are you using?

At idle, is the clutch grabbing/engaging the belt? Even though you have it idling as low as as you can, it still may be spinning too fast.

Mine idles around 850-900 rpm.

I had the same problem with my V-Twin, it took two things to make that problem that you have go away.
The first thing I did was turn my carburetor all the way down to its lowest idle point.
The second thing was a lot more trickier, the shifter cable was not adjusted properly, which was causing the grinding when I was trying to shift into gears with the motor idling.
This is my way of adjusting the shifter cable properly, the first thing I do is remove the shifter cable at the rear axle lever, I move the lever itself till I feel it click into neutral, then I disconnect the shifter cable at the shifter itself, now I take the shifter and I put it in neutral, with the front shifter in neutral in the rear shift lever in neutral, I now adjust the cable is this the shift levers, with the low RPM that I achieved from the carburetor and my shifting cable properly adjusted, there is no grinding when shifting into gears from Idol....
