Default Speed issuse

Hey guys. just on here hoping for some feedback on this cart i got a few months ago. its a CC 1994 w/290 engine. It did not run when i got it, i when through it and cut out all the BS the old owner did and did a tune up and purrs like a kitten now for the most part.

The driven clutch was chattering so bad when taking off to the point i had hard time taking off from a stop so i replaced it when a newer used clutch, after 2 days of trying to get (what i think was the original clutch off) i installed the new one, it stuck a little(oiled It) and bamm takes off like a banshee....however my top speed is 16mph. not happy with that number because before the clutch swap it was 18 before she hit the RPM limiter.

keep in mind this thing has a lift (aprox 6") and 22x11r10 tires. i am being told it should run 20-25 without killing the RPM limiter. this is my first gas DS cart and trying to figure out this **** governor has been testing my patience. its hard to tell what the previous owner did to the governor arm before i owned it so iam kind of at a lost at this point and i dont want to start throwing new parts at it.

i tired the zip ties ...noting i tried the rod under the driver seat, helped a little but needs to come back down a little .

any suggestions ?

If you're Hitting rev. Limiter at 16 mph there is a problem with one of your clutches.

Did you install a speedometer? I’m looking to find my speed out and was thinking of a speedometer, but wanted some suggestions before I make the decision.

You can get a speedometer app for any smart phone free.
