Angry HELP! Carb part that's not on diagram

I always get the crazy stuff. I tore down a carb from a '92 FE290. put it in an ultrasonic cleaner, took it out and blew out the body while holding it in a clean rag. (Thank god) When I took it out of the rag, this little part was laying in my rag. Looks like it has a metered hole in the middle. no threads. pressed fit. brass. It does not show up on the exploded view of that carb. Where the hell did it come from?

Part & exploded view:

so it goes in the top of the bowl area, on the bowl side of the vent line that connects just below the idle screw? (install insert from bowl area to vent tube that is below idle screw)
****, why the hell have a brass insert for a vent tube. lol. OK, it looks like that might be a fit, will have to tap it in, not sure why it blew out. lol

Thank You! I was scratching my head on this one.

Is this the location you are talking about?
not sure how it came out of there. Looks like it might fit, but, will not tap in easily. afraid of cracking that white metal. If it is only a bowl vent, is it even needed? I can see it restricting run out if the cart is tipped or being driven aggressively, but, under normal driving what difference would it make?
A newer Keihin does not vent in the same way, blind hole in the top of the bowl.
And I have another bowl gasket for it, I know that one looks really bad. lol
